Can a non-custodial parent carry court-ordered Medicaid coverage on a minor not living with them?

In INDIANA: If a non-custodial parent is ordered by the court to cover their minor child on their insurance and they have Medicaid (Hoosier Healthwise), will Hoosier Healthwise allow the minor child to be carried under the non-custodial parent's plan even if the child is not living in their home?Can a non-custodial parent carry court-ordered Medicaid coverage on a minor not living with them?

I do not think the minor would be covered in the insurance since the minor would be considered as an outsider.
