How do i get a birth certificate for a foriegn child whose parent was born in the us?

A friend has a child who was born in Germany to a soldier. IN order for her to get her US citizenship papers she needs her dads birth certificate is there a way to get one aside from her asking him as he will not give her one?How do i get a birth certificate for a foriegn child whose parent was born in the us?
My son was born in Germany....and I'm a soldier.





She should already have some kind of statement that states the child is his. This might be difficult if he's being a jerk, but she can get help from the military. The military doesn't joke around when it comes to taking care of children. She might have to contact his commader at his unit to get a copy of his birth certificate. If he is not cooperative she can go to the IG (Inspector General) or to JAG on the nearest military post. After she gets the supporting documents needed to prove paternity, she needs to take all her paperwork to the US consulate and get a Certificate of Report of Birth Abroad. It basically states that the baby is a US Citizen born to US parents abroad. If she needs to know what other kinds of papers she'll need she should contact the consulate.
